About CA Office of the Patient Advocate
Represent the interests of California health plan members through education and advocacy.
The California Office of the Patient Advocate (OPA) is charged with representing the interests of health plan members. OPA was legislatively established in July 2000 in conjunction with the creation of the Department of Managed Health Care (DMHC) which has the primary responsibility to regulate the health plans and implement the Knox Kneene Act. The unique status of OPA is codified in California Health and Safety Code (?1368.02(c)(1), et seq). The OPA Director (also referred to as The Patient Advocate) is appointed by the Governor and reports to the Secretary of the Business, Transportation and Housing Agency (BTHA).
